Command block won't break or access now

So it hasn't happened before (only because I just summoned the Command block last night, which was when it worked), but the Command Block doesn't let me access, place or break it. It's weird. I'm in creative and it doesn't break, or let me place other ones. When I try to access it, it only placed a block on top or does nothing (depending on where or how far away you're standing, it will either place a block or not like normal Minecraft does. SO that's normal) like crouching while placing a block. It's just weird and I can't access it at all. It might only happen in my world, so it may not be able to be recreated, and besides, it happened just now as I write this and worked last night, so it may not be able to be recreated. If it can though, it's just as easy as trying to place, access or break an existing command block.
