[MC-150937] Items cannot be crafted with numbers 1-9 when another item is in that slot

Since 15w44b (1.9 snapshot), items crafted in the inventory or crafting table are unable to be moved in to a hotbar slot using the number keys 1-9, if an item is already in that slot.
