[MC-150940] Pillagers Spawning in Villages and on lower slabs and stairs

Every other night I keep getting pillagers spawning on roofs of stairs inside the village. they have spawned inside houses and within blocks of a village center.

I'm getting this same issue. Pillagers spawning on slabs or leaf blocks or any other block that isn't supposed to be spawnable.

I've had a captain on a patrol spawn inside an oak tree canopy, see pic. Took 3 game days to figure out where the noise they make as coming from. Easy kill and Ominous Banner grab 🙂 but I don't think that should happen. On version 1.14.2r3
