Ok, so a very peculiar and interesting thing happened. This could be a feature, but I will report as bug just in case.
I had a 20x22 fenced area (most of it exposed to the sky, but with a 3x3 covered area in the center). The area was fully carpeted, with trapdoors hanging on the fences (to prevent spider climbing). In the 3x3 covered area I had a Pillager banner hanging on obsidian blocks (nether portal).
So, I was walking around the fenced area collecting sand and 2 Pillagers spawned during the day (1 patrol leader, 1 regular). The patrol leader spawned either on the trapdoor, on the fence or on the carpet, because we was trapped inside the fenced area.
The other pillager spawned either on the trapdoor, on the fence or outside the fenced area (sand), because he managed to chase me outside the fence, while the leader got himself trapped inside the fenced perimeter.
I saw them spawning, but it was so quick and it surprised me, so I don't know exactly where they spawned. But I assume they are not supposed to spawn on transparent blocks (fences, trapdoors or carpets). And since the leader was inside the area, he definitely spawned in one of these blocks.
I like the fact that this happened, though. It made me think that if I keep an Illager banner around, a patrol could spawn in the area regardless of typical spawning conditions (even though I had renamed the banner already).

I can confirm that Illager's have been spawning on non-spawnable blocks in 19w03c. I have found them on structures with no spawnable blocks, including roofs that are entirely stairs or buttons. Also they have been found several times on a raised rail line where ever block is covered in rail, fence, or pressure plate, but illagers have been found on the outside of the fences. In all cases, other illager patrol members have spawned on spawnable blocks, so it could be a problem with pack spawning. Also unconfirmed, but I've found Illagers inside massive crop fields, so they may be spawning on farmland as well.
I've had the same problem with huge patrols spawning on top of the roof of my house made out of unspawnable blocks in 1.14, and I think I might be also catching illager patrols spawning in light levels they shouldn't as well. Please fix this issue, my base is constantly being overwhelmed with illager patrols because of this issue.
I've had a similar experience in 1.14.1. Patrols often spawn on the inside of my walled village. I have flattened all the grass inside the walls to path blocks. So they're either spawning on/in paths/transparent blocks or are spawning inside stone walls and other transparent blocks on top of grass.

[media]I've never spotted them in the moment they spawn, so I can't tell whether they spawn only close to the outer wall, but, every time I have found them roaming, they have been close to the wall. That may be just how they roam, but, if it's relevant, the outside of the wall has unlit grass. Perhaps they detect that grass, then pack spawn a short distance away at the other side of the wall.
I'm running 1.14.2. I've had Illager Patrols spawn on bottom-slab roofs, well-lit areas (nothing below light level 9), tilled soil, and grass paths.
I'm running 1.14.2 and have had illager patrols spawn on top of trees and at the top of bamboo, as well as on trapdoors
Currently playing 1.14.3, and found a patrol captain had spawned in the middle of a crop field. There are no spawnable blocks in the area (the only solid blocks are well lit), and it's implausible that he would have walked there while I wasn't looking, given the short timespan. However, the other pillagers were bobbing in the water below the crops.
