Torches Not emitting light & Skylight shining through blocks in certain chunks

This has been happening on my server for the past few days now where torches stop emitting light in certain chunks and Skylight goes through blocks to where it should not be

World was created new on 1.14 release and is currently on the 1.14.1 pre-release to try and resolve the issue but it did not even after using the World optimizer multiple times. World optimizer fixes the issue with torches for a few minutes to an hour and does not fix skylight issues at all.

 The issue with the skylight happening at night time which is also surprising as the skylight should not be 15 at night in an enclosed mob spawner. 

Many people have reported this as resolved but I do not see it as resolved as i have tried the main fix that people have suggested and it did not work.
