I don't think this is a bug, as everything is working as intended. The well is structure is being spawned in correctly, (by that I mean no blocks are missing or added) and villagers walking into water can happen, and I don't believe that is unintended. Besides. this problem can be easily fixed by mining some cobblestone to allow the villagers out.

It depends,

If the designers where aware of the fact that the villagers could get stuck in the well and wanted this to be the effect than this would not be seen as u bug.

If however the designers where unaware that the villagers would get stuck in this way than this would be an unwanted side effect of the design, and i am under the impression that thats a bug.

In my village 4 out of the 5 villagers where in the well. meaning 1 night with some hostile mobs would disable the village to repopulate.

I replaced the row of cobblestones with cobblestonewall to solve the problem, as villagers can't jump over.

This is a bug due to the design of 1.14 village wells. The bell draws the villagers in towards the well at the hour of gathering, some wander into the well, and then the design of the village well traps them.

The fix is not difficult. Redesign the well so the water level is the same level as the top of the well. The water level could be raised or the edge of the well could be lowered. I've been fixing this in game by lowering the edge of the well and adding a couple of fences so the roof is still supported. As soon as I do that, any trapped villagers find their own way out without difficulty.

In my experience villagers are getting stuck in wells even after I raise the water level, something about their AI is messing up when they are in those wells. The only way I have found to avoid this is by first raising the water level by 1, then breaking one block of the well to make flowing water, and finally placing another solid block right in front of the hole to prevent the water from flowing too far. This makes the villagers get pulled out of the well.

The reason they can not pathfind out of the well when the waterlevel has been raised to the surface of the surrounding wall, is because of this bug MC-156663. Villagers are not able to pathfind successfully out of water that is more than 2 blocks deep.
