I was on a minecart ride from where my house is which is 100 blocks away. My render distance was on 16. I then saw a bunch of pillagers spawn in front of me, I killed their leader and everything and all I got was the banner and that's it, no bad omen.

Did you kill it by deflecting an arrow back at it using a shield? The game processes this as a pillager killing itself. Make sure to directly kill the pillager.
