Cant use two monitors

So up until what seemed like a small hotfix for 1.14 a couple weeks ago i have this thing where i cannot use two monitors anymore, like one monitor it takes commands from but it displays on my other monitor, acting like its my main one. I have never had this happen before on 1.14 until a little hotfix came in, now there was another one and it still does the same thing. Takes commands from one monitor and displays it on another, if i disconnect the monitor its displaying on it works just fine but the moment i plug it back in it goes right back to what i was doing, and i have not seen anything about this recently or in the past
