I've set the Sound > Hostile Creatures to 3% but the sound of angry Endermen is still very loud.

I cannot reproduce this. Did you change your sound settings while the enderman was screaming at you?

Hmm, I don't get the angry enderman noise at all, even if all my sound options are all the way up.
