Mob spawn is spinning out of control, it seems like there was used to be some kind of interval on 1.13.2 that allowed more even distribution of mobs across a rendered area, but now it feels like that interval is either too short or removed
steps to reproduce:
Enter a world on both versions, enable cheats, kill all the mobs by either tping them to the void or by /kill. watch the spawn rates
this can be very unintuitive for new players as nights become hellish to survive at
