Like many other crops, sugar cane is supposed to gain age. Sugar cane in particular over the cause of 16 random ticks. on the 16th tick it should grow 1 taller and set its age back to 0. However, it is always 0 and at some point it just grows.
This can be replicated by planting a sugarcane, then look at the age tag on the F3 screen.

We're actually already tracking this issue in MC-70127, so I resolved and linked this ticket as a duplicate.
