[MC-152436] Server Light stay block at 0 blocks while driving a minecart

How to reproduce
1. Enter a minecart
2. drive it on some rails
3. watch the server light

For whatever reason, the Y coordinate indicates that the light level is being displayed for the block below the rail. Since that block is solid, it will always be zero.
