The bug
Placing a block in a flatworld at y 32+ creates a massive client side lagspike, afterwards all additional blocks are fine but if all blocks get removed again it repeats itself.

Are you still able to reproduce this issue? I am no longer able to in the latest version, 1.21 Pre-Release 4:

I have tried this on all chunk builder settings, and tried to replicate the world shown in @unknown's video. If you can still reproduce it, providing additional information to the report on how you did would be very helpful to determine if the behavior is no longer reproducable, or even fixed.
Was able to confirm in 1.15.1. When comparing with the 1.14.2-pre3 video above, performance seems to have improved slightly, especially when the block is moved by a piston.
