lighting on the ceiling is glitchy

On the ceiling of various builds the lighting is glitchy. 

What I expected to happen was...:
I built a large cavern and expected the ceiling of the build to be dark.

What actually happened was...:
Some sections are dark like they should be but other sections are light as if they are not in shadow. This has happened on various builds. In one build the entire ceiling looks like I am using a night vision potion but I am not

In 1.14.2 the floor lighting seems to be working fine.

Steps to Reproduce:
1. Build a large roof, about 1-4 blocks thick.
2. light up the blocks on the floor below and light up the blocks on top of the ceiling. 
3. Turn off Minecraft (either in the area of the build or in another area).

4. Come back and see the lighting glitch.
