[MC-153248] Foxes doesn't harvest berry bushes if gamerule mobGriefing is disabled

I waited lot of time and foxes not harvesting the berry bushes.
I tested the foxes in single player are harvesting berry bushes , but on server not.

Is the mobGriefing gamerule enabled?

Yes, and that was the problem.
But that is not possible to enable to harvest bushes for foxes, but disable other mob griefings?

The gamerule mobGriefing is indeed supposed to prevent foxes from harvesting berries, see MC-144519.

And no, there's not a way to prevent only certain mobs from griefing in the vanilla game.
