[MC-1542] Rare Wither Skeleton Spawn Rate

Wither skeleton DO spawn in old-generated fortress. But they need very low light level (not sure what the exactly number is).

However, their spawning rate is too low. And by our observation, the more players stay online, the lower spawning rate it is.

By the way, it only happened in SMP and our server is vanilla.

This is probably more of a feature request ie "Please increase spawn rate of wither skeletons" to be posted at http://www.minecraftforum.net/forum/1-suggestions/

The reason if more people are online that the spawn rates decrease is because that other people are in area's that are not well lit causing mobs to spawn there instead.
