water leaks through stair blocks when over chests

When a source block is placed one or more blocks away from stairs water flows from the source block and from the stairs when underwater I've cleared the water multiple times and it works fine when there is no water but when the stairs are not waterlogged the water flows towards the source block don't know for sure if this is a bug or intentional.
