Patrol Pillagers don't pick a dropped banner

I don't this this is a bug, more like a new feature to add in my opinion.

@DockWonder, and how then to get a "Bad Omen" of level 2 and higher? Before they used to raise a flag . In 1.14.3 the Pilliagers will spawn even less often than now

Is this an issue only with patrols? Does it affect raids?
