[MC-155109] Villagers unable to refresh Trades in Nether and End dimension.

Refreshing trades doesn't work in the end and nether dimensions.

Edited to account for changes made in .3 release.

in .3 or .2? Have not yet tested in .3, but was no other option to chose which version it affected. Can you demonstrate?

Please check if this is still an issue for you in 1.16 Release Candidate 1 or later.
