framerate dropped from 60fps to 30fps

Cannot Reproduce

I used to run at a stable 60fps, but it just dropped to 30 for no reason, and it stays at 30fps. I have a pretty good computer, so why is this happening? and I tested 1.13.1, same thing!

this has been resolved! somehow when I backed it up it came back to 60fps. how do I delete/resolve it?
