Frosted ice created with /setblock will not age

Attempting to create a frosted ice block using a command such as /setblock will create a block that cannot melt naturally. I don't know if this is supposed to happen, but I can't seem to find any way to make it melt without using external command blocks.

What light level is it at the frosted ice block?

It will not melt regardless of light level. I assume this is because frosted ice is meant to melt with age and not with light level, but when created using setblock, it cannot age properly for some reason.

Just tested it, and can confirm. Very odd.

I was testing this out again on 1.14.3 to try and get footage of it to add to this post, but I found that it is now suddenly working properly. I cannot tell if the problem has been fixed for sure, I haven't changed versions. It may just be being inconsistent.

Have you tested it on 1.14.4 pre release 1?

Couldn't reproduce in 1.14.4. However, frosted ice placed using /setblock will begin aging significantly later than frosted ice made by using Frost Walker enchanted boots.
