So, I was on my minecraft creative world and it started to snow when I didn't want it too, so i obviously do /weather clear and it stops. But then fast forward like 5 minutes it snows again, so I do /weather clear again and it stops again. Repeat this process a few more times in about the same amount of time, (5-7 minutes) So, finally I go to bed which clears the rain manually when you wake up and a few minutes, maybe even 30 minutes later no rain. This same process happened a few times after this on the same world, and even on a different world too.

That would be inconvenient, when people do /weather clear they want the rain/snow to be gone for a long time, and not it coming it back in about a few minutes.

the way the weather system works currently the weather effects will come back after a bit of time as it only clears the weather for that weather block and not future weather blocks.
if you don't want snow/rain in your creative world type /gamerule doWeatherCycle false
by default it is set to true as most people want weather in survival worlds and gamerules are the same between survival and creative.

duration
specifies the time in seconds for the specified weather to last. Must be between 1 and 1,000,000 (inclusive, without the commas). Ifduration
is omitted, the duration will default to 5 minutes.
Pretty sure that's WAI. The /weather clear command only puts it off for a while
