I've been testing a 1.14.3 world for about a few hours with disableRaids set to True and saw a pillager patrol that spawned shortly after a wandering trader appeared by my base. I'm on hard difficulty. Not sure if pillager patrols are considered as a raiding party (since it would normally start when the pillager leader is killed).
Also, my area is also pretty well lit up (they spawned on a block with light level 8 from one test I did).
The gamerule disableRaids only affects raids because a patrol is not a raid (it doesn't spawn in villages unlike raids). The part about patrols seems to be a duplicate of MC-154090.
