The bug
The minecraft:event.raid.horn sound is very silent. In sounds.json, its volume is set to 0.01, which is unusually low.
Original description
In a singleplayer world, created with 1.14.3, issuing the command '/playsound minecraft:event.raid.horn ambient YourCoal' did not play the raid horn. I also went to worlds made in previous 1.14 versions and had the same effect.
Steps to reproduce:
1. Create a singleplayer world (or load an existing one works as well)
2. Issue command '/playsound minecraft:event.raid.horn ambient [username]'
3. ... no sound?
Besides ambient, I also tested with block, hostile, master, music, neutral, player, record, voice, and weather, and still had the same outcome.
I also went to a village and started the raid, the horn played correctly. This is a matter of the command I believe.

Can confirm. This might be intended so that the sound can be better adjusted based on the distance of the raid party when a raid happens. Checking sounds.json seems to confirm that.
for whatever reason the raid horn sound is adjustable if you use the "friendly creatures" sound slider in the sound settings of minecraft
if you put e.g. everything else on 50% but leave the friendly creatures sound on 100% you hear the raid very loud

I went back and did "/playsound minecraft:event.raid.horn player YourCoal ~ ~ ~ 1" which I could not hear it at all, however after doing "/playsound minecraft:event.raid.horn player YourCoal ~ ~ ~ 100" (Setting volume to 100), the raid horn played as loudly as any other sound normally does when the volume is 1.
I only figured out this after I cranked my Minecraft sounds AND laptop sounds to 100% when I used the command with a volume of 1.
