Villagers wont breed. They keep throwing bread back and forth. Sometimes hearts pop up like theyre about to breed but nothing happens. All conditions for breeding are met.

I heard the reason why they are not breeding is because the employed villager prioritize working over breeding too much and will end up rarely breeding. To fix your breeder you have to have more villagers breeding and only have one farmer to feed your other villagers. The unemployed villagers should breed faster.
Do the villagers have access to their beds? If not, this Duplicates MC-155262 (works as intended).
I am having the exact same issue, two farmers throwing food back and forth at each other.
