They not replant crops so often, almost never and they not pick up crops laying on the field ether.
Is see they have space in inventory, (4 slots is empty). See images on the inventory.

Villagers work fine in 1.14.3 and i kill one of tree so the bugg farmers have only 4 slots have two reasons bugg in 1.14 ore it start agen in 14.4
And i remember one change in 14.3, they try to pick up crops whit full inventory in 14.3. And they lay around lots of crops and mojang try to fix and they get more broken (in 14.4).
But villager had plots to plant crops on, but they refuse to do it.
I now it hard to get AI work properly. If mojang what a test person, to test out changers i sign up.
I see now what you mean, that is related to the bug fix MC-146289.
The farmer search for crops / seeds on the ground. If he can not pick them up because in his inventory already are 4 stacks of it, he gets into a loop.
As a solution I would suggest not to let the farmer search for crops, but to let him go to the farmland he just harvested / planted and to let him wait there (1 second?), so he can pick up the crops / seeds.
The "slowed down" farmer would also make the farm-work look nicer.
@unknown yes it was that a mean. Now the villager go in loop and refuse to even to plant crops and same time have full inventory (if villager have full inventory and have plots to plant on, he shall do it first and second pic up plants).
The "new" villagers can only have up to 4 stacks of the same item in their inventory.
I think it was MC-74407 that changed it.
