End Loot not generating in designated rooms

In an End City, the loot room that would normally generate with a single loot chest and an ender chest does not contain said chests. This does not apply to the chests in the large pillars or the end ships that can be generated in End Cities, only to the rooms that contain one Ender Chest and one regular chest.
