Shulkers don't teleport if there's no block is underneath them

A shulker would always teleport if their block they're attached to is gone but when i was playing the latest snapshot they weren't. VERY STRANGE. pls fix

Can you please attach a video or screenshot of the place this is happening? It might be the shulker can't teleport as it's out of range.
