I have had a gate on the block under the cross-hairs in the picture, and occasionally it disappears. It is no longer there, and I have placed another gate, only to have it happen again and again. Sometimes it takes a while for it to happen, and I might have traveled far away for a while in the mean time.
<edit> This seems to be the only gate that keeps disappearing. I have other gates up at ground level, and they are still there. The coordinates for this one are -9, 11, 7.
I saw there WAS a problem with this before, but it was marked as resolved. Doesn't seem to be resolved though.

I optimized the world by forcing-upgrade=true, restarted the server, then set the value back to false. Deleted the usercache file. I have no datapacks installed, I'm running vanilla 1.14.3. As far as reloading chunks, while i was logged in , I hit F3+a.
The issue is still happening. If there is some other cache that I need to delete, I'm not sure where it would be on the server. If there is something else I need to try, please let me know. I will try backing up the world folder and wiping the rest, and then upload the world folder. Not sure if this will help, but I'll give it a try
Tried wiping the server and uploaded the world folder. This gate is still being removed occasionally. How annoying.
Please check if that's still an issue for you in the latest 1.14.4 stable release or the latest 1.15 development snapshot.

The same as Rob described is happening (fences, dirt blocks or other types of blocks are disappearing and appearing somewhere else after stopping and restarting a game).
Would you let me know how I can clear the cache ? (or do anyhthing else to resolve this)

this is an issue caused by updating in new versions
try optimizing the world, reloading chunks, deleting the chache
and, if you have them remove any outdated datapack and reload the ones tyou keep
