Waterlogged stairs flicker because of clipping of the water texture, and it gets worse the farther away you are

Waterlogged stairs have a visual bug where they flicker caused by clipping of the water texture, and gets worse the farther you are away from it.

What I expected to happen was...:
The water texture inside the waterlogged stairs should not have clipped through the stairs

What actually happened was...:
The water texture was causing flickering problems when it clipped through part of the waterlogged stairs

Steps to Reproduce:
1. Make a structure out of any kind of waterlogged stairs, ex: the small well found in desert villages.
2. Step away from the structure and when looking at it from the side you can see that the water texture clips through the side of the stairs.
