Can't merge different types of protection

I can't merge different types of protection in anvil. For example: if i have leggins with protection IV and another leggins/book with fire protection IV (or other protection) it is not possible for me to merge altought i see videos and reddit discussions where people talk how are they happy about new features about merging different types of armor
