[MC-157116] Food that is plantable counts towards using when right clicked on the ground

Steps to Reproduce:

Create a scoreboard objective and set it to the sidebar, for when the player uses carrots.

/scoreboard objectives add test minecraft.used:minecraft.carrot
/scoreboard objectives setdisplay sidebar test

Begin eating a carrot whilst looking down at the ground.
→ ❌ Notice how the scoreboard increases.

I'm OK with the fact that if you have a plantable block like dirt then that would increase, but this is for any blocks (except air of course).
