The only enchantment hoes can get is Unbreaking but sometimes hoes have enchantments that aren't clickable and don't display any text. Tested in both Survival and Creative with diamond and stone hoe.

Can confirm. Only happens rarely. I didn't even know that hoes could be enchanted until I found this ticket!
Rarely? I usually get this on every hoe I try to enchant.
Yeah, it doesn't seem to happen as rarely as I thought. Seems like I just had a lucky streak while testing.

This issue has also been reported for fishing rods. Possibly the same cause?
(Also, hoes can have mending and curse of vanishing)
