Tamed Dogs attack players when pvp is disabled (pvp=false)

Behavior

On a world with pvp=false tamed Dogs attack another player when it is accidentaly hit/shot by him.

Background

It is nearly impossible to avoid accidentaly hitting/shooting dogs from time to time (especially in Pillager Raids and since swords are doing cleave-damage) when playing together with a party of four.

Expected Behavior

Since tamed Dogs are like an attachment to a player I would expect them to not be hittable/shootable by friendly players or (since that may cause other problems) at least not attack them back when hit/shot.

PvP is Player vs Player you want PvE off if you don't want wolfs to attack

Confirmed. However, if the two players are on the same team, the wolf will not fight
