Vindicator captains and evoker captains never spawn as a raid captain in woodland mansion

I believe this is intended, as raid captains only spawn in patrols, raids, or pillager outposts. The illagers inside a woodland mansion are spawned on world gen, and are not part of any patrol or raid.
