[MC-157446] Bad Omen not given from Pillager Captain Killed in Water

I found a raid party near some water. I killed three pillagers, but couldn't see the captain. I found it swimming in a shallow body of water, maybe 3 blocks deep. I swam at it and killed it with both of us in the water. The Bad Omen Debuff was not inflicted upon me.

i may be wrong but i believe you get bad omen from picking up the banner

Even after picking up the banner, I still didn't get the debuff.

Did you recently update your server / world to 1.14.4?

I had the same issue for a while. Friends and I went on killing spree against Pillagers without getting debuff.

Solution:

We realised that we were killing Pillagers spawned in 1.14.3.

After we killed enough of them, 1.14.4 patrols began to spawn, which DID give us the debuff. Took a couple of hours. Perhaps the world wasn't spawning them during this time due to the "no pillagers spawn until world is X days old" rule? (Even though the world would have been old enough if you count time open in previous version.)

Thanks for your comment, Elias. This is not the issue I am having. I was able to verify that server lag was causing the game to skip inflicting the debuff upon the player who killed the pillager captain.
