I'm having this issue as well on a Dell G3 3500. Updating both the Intel and NVIDIA drivers has no effect on the which card it uses. It still only uses GPU 0 (Intel integrated).

Thanks for your comment, Elias. This is not the issue I am having. I was able to verify that server lag was causing the game to skip inflicting the debuff upon the player who killed the pillager captain.

Even after picking up the banner, I still didn't get the debuff.
