My friend just was farming on our endermans farm(exp farm) while a couple of my other friends(2) going to end+(end city) to get elytra to one of my friends. My friend tell me that endermans spawning too slowly,maybe this is the reason.

If you are talking about how there are less enderman in your experience farm when other people are in the end, this is normal. The spawning area for your mob farm does not compete with the amount of spawning area there is in the end. When other players are in the end, they load chunks where enderman can spawn, and due to the fact that there can only be a certain amount of mobs that can be spawned (mob cap), this allows enderman to spawn where your peers are located, and because there is more spawning space, they will instead spawn there, instead of inside your mob farm.
