I've seen the problem described for other systems, but this issue has happened to me on PC. Both of the 2 raids I've tried in survival mode have ended in a raid that never ends. The first time, the raid progress bar said there was 1 raider left, but ringing the bell didn't outline them. The second time, the raid progress bar disappeared, but villagers are not leaving their homes. I was able to solve the first one by teleporting raiders to my location, but in this second raid, nothing is teleporting to me, yet the villagers won't leave their homes.

In the 1.16.4 and this is still happening. I'm in a realms server and the pillagers are nowhere to be seen. I've only found 1 in the second wave. The first wave just ended automatically after a few minutes.
Please check if this is still an issue for you in 1.16-rc1 or later.
