Strongholds don't generate in Beach surface and Snowy beaches buffet worlds

I was playing a Beach surface buffet world on hardcore mode and I'm trying to find the End Stronghold and the Eyes of Ender won't throw. They do the "use" animation but not the throwing sound. I considered that I might have forgotten to turn generate structures on, so I made a different world with the same beach buffet world type and it still wouldn't work. I made another buffet world but switched it to desert and it worked fine. The first world I made had shipwrecks on the surface abandoned mineshafts and dungeons underneath, and nether fortresses too. I don't know if the stronghold spawns or not, the eye will not throw

Steps to Reproduce:

1. Select create new world, change the world type to buffet, and select beach and surface in customization. Allow cheats: on Generate structures: on

2. Create world 

3. /give [xxx] minecraft:ender_eye and try to throw it
