Water stream seems to stop for some reason

Basically when I try to place the water it doesn't matter how high it is like I jokenly placed the water at the top where it flows down like 4 blocks and it still stops after 2 blocks and if I place a source block at the 2nd block it too still freezes in that spot. This is on a server and I did try doing a server restart if it was somehow ghost blocks or something I even went as far as moving the whole thing by one block
