[MC-1585] Zombies, skeletons etc. without armor

After Halloween (Oct. 31) zombies, skeletons, zombie pigments and witherskeletons spawn without armor. I spawn on hard over 100 zombies. No one was wearing any armor.

Please make sure you aren't playing on "easy" difficulty.

Assuming reporter has difficulty level set too low. If this is not the case we can revisit.
