What I expected to happen was...:
that i can see more clearly when im underwater
What actually happened was...:
what i saw is that everything was white i couldn't see the squids dirt and sand

This is supposed to happen. If you want to see clearly underwater just use night vision potion or get the respiration enchantment.
Well that explains it. It is not meant that you can have a so high enchantment level, so of course its bugged.
