I have recently updated one of my older worlds (version 1.8 or so) and for some reason the weather never changes to rain/thunderstorms

@Asteraoth pretty sure that no... I haven't used commands in this world. I also checked my level.dat file to see if there is anything unusual, and all weather categories have the standard values.
I haven't seen rain or snow in my java survival world in real world months, and I've never had a thunderstorm in it. I have only been in wet or cold biomes, so I should be getting precipitation every few days, correct? I haven't used any commands, either, so I don't know how weather would be turned off.
I don't know if it's related, but I also haven't seen or heard any wandering traders in a very long time. I've only started encountering pillager scouting parties since the last bug fix update
Please attach the affected (zipped) world file. If the file size is too large, please upload it somewhere else and then link to it here.

I tried to upload, but the file is too big. Can you recommend another site to upload it to so I can link it?
I appologise, here is a public link: https://www.dropbox.com/s/z6yv3hxy37eh212/Im%20the%20F___ing%20Bear%20Grylls%21%21%21%21%21%21.rar?dl=0
Cannot reproduce. It started raining after playing for 30(ish) minutes in your world.
Make sure that you don't have a resource pack that removes the rain sounds and textures.
I don't use any texture packs. The only thing I got is opitifne, and I made sure few times that weather is on.
