I don't use any texture packs. The only thing I got is opitifne, and I made sure few times that weather is on.

@violine1101 I tried to upload the world save file through few of those options but it seems to be way too big. Is there a specific file within the world save that could help you solve this problem?
@Asteraoth pretty sure that no... I haven't used commands in this world. I also checked my level.dat file to see if there is anything unusual, and all weather categories have the standard values.
