When you enable the "Programmer Art" resource pack, honey bottles don't change to the old bottle texture. See image below.
How to reproduce:
1) Enable the "Programmer Art" resource pack
2) Go to a world in 19w34a
3) Take a glass bottle or a water bottle and compare it with a honey bottle.
What I expected to happen was:
The honey bottle would have the old bottle texture.
What actually happened was:
The honey bottle hadn't changed texture at all.

I'm not sure this is a bug. I think the "Programmer Art" resource pack is not meant to change new items' textures, only the ones that existed prior to the new textures being introduced.

Features that were added after 1.13 will now look like the new default textures added in 1.14. For example, the pillagers are another subset of illagers that are not affected by the Programmer Art resource pack because they were added in 1.14 meaning that their textures will still be the same even when using Programmer Art.
But its texture includes the bottle texture, so it is meant to change so that newcomers don't wonder what is going on if they enable this resource pack.

Heh, that's why I'll create resourcepack with Honey Bottle texture in old style to play using it
