Honey bottles simply do not have a programmer art texture. This applies to honey bottle specifically because the shape of the bottle would be inconsistent when using Programmer art. Please do not make inconsistent textures in Programmer art, as I do not want to use the new, odd textures.

We're actually already tracking this issue in MC-159632, so I resolved and linked this ticket as a duplicate.
However, that ticket has already been resolved. Depending on the resolution, that can mean that it either will be fixed in the next version, or that it is not considered a bug and won't be fixed.
If you haven't already, you might like to make use of the search feature in the future to see if the issue has already been reported.

It has been previously stated that the programmer art textures would not be expanded for new blocks and items. The honey bottle would count as a new item.
