If you lay rails in front of an observer and a minecart runs over them, the observer is not triggered.

I'm pretty sure this is intended behavior if you want to detect a minecart passing by, use a detector rail.

That's because it's not a block update.  This isn't a bug; but more a suggestion.  To which, you should lookup detector rails.
