[MC-161068] Burning zombies do not catch players on fire

Burning zombies do not catch players on fire, even when zombies' hands are empty.

Spawn or find a zombie under daylight, so it will be on fire
Take damage from burning zombie
❌ Despite how many times you get hit from zombie, you never get burned from it.

Also can't reproduce, make sure you're not in easy difficulty
