[MC-161280] Boats sometimes teleport when exiting

Sometimes when exiting the boat it will teleport and be unusable unless you re-log.

After getting in a boat and travelling when exiting there is about a 5% chance the boat will teleport to where it was boarded. Once there it cannot be moved or interacted with unless the player re-logs or after waiting about 30 seconds in which the boat teleports to where it should be and acts as normal.
